In 1883 the local government division of Toombul was created. In 1891 the Board instructed the architects John Hall & son to proceed with the construction of a board office, hall and clerk’s residence for the district. The site chosen was close to the Nundah railway station and on Sandgate Road which was the main north—south route through the shire. Toombul Divisional Board (which became Toombul Shire Council under the Local Government Act of 1902) comprised a chairman and 12 elected members
